1. Journal

One joint issue for January-December 2009 of the Journal of Indian School of Political Economy, was published during the year. The issue for 2009 is a special issue containing the revised versions of selected papers and Notes submitted for the seminar on the theme ‘Is There a Case for Re-organisation of States?’ organised by the Indian School of Political Economy in Memory of Founder-Director Prof. V. M. Dandeker on August 27 & 28, 2010.

The Issue contains papers by Prof. Vikas Chitre and Shri Abhay Tilak (Is There a Case for Re-organisation of States?); Prof. Nilakantha Rath (Separation Is No Solution to the Problem of Regional Imbalance in Development), Prof. P. R. Panchmukhi (Regional Justice Perspectives and the Issue of States Re-organisation in India : A Revisit), Prof. R.P. Kurulkar (The Problem of Regional Disparities in Maharashtra State and the Role of the Regional Development Boards), Shri R. L. Piitale (Why Vidarbha State? Failure of Article 371(2) of the Constitution: Vidarbha State is the Only Alternative), Prof. Gautam Pingale (The Telangana Tragedy – A Lesson in Integration and Disintegration). It also contains Selected Notes from participants viz. Dr. Yogendra Yadav, Prof. Suhas Palshikar, Prof. Amit Prakash, Prof. Sandeep Shastri, Shri Prakash Ambedkar, Prof. R. P. Kurulkar, Prof. D. NJ. Dhanagare, Shri Ratnakar Mahajan and Prof. Anupama Saxena.
The documentation section contains the Report of the States Re-organisation Commission (1955) and Dr. B. R. Ambedkar’s celebrated article on Thoughts on Linguistic States, was published during the year. A follow up joint issue of the journal, containing summary of detailed Proceedings of the above-mentioned Seminar along with documentation of Committee for Consultations on the Situation in Andhra Pradesh (Chairman: Shri Justice B.N. Srikrishna) (December 2010) is under preparation.

The joint issue for January-December 2010, containing research articles on various subjects, and Documentation on the East India Deccan Riots Commission, 1878, appointed to inquire into the causes of the riots which took place in the year 1875 in Poona and Ahmednagar districts of Bombay Presidency, will be shortly sent to the press. The Report of the Deccan Riots Commission is a rare report, containing detailed and insightful analysis of the conditions of the farmers in these districts during the six decades after the fall of the Maratha empire, and how it came to be affected by accumulated indebtedness, heavy assessment for land revenue, and massive fluctuations in prices of agricultural produce and provides wealth of information about these.

Dr. S. Sriraman, Honorary Fellow of the School, is editing a special issue of the journal containing the revised versions of the three papers presented and discussed at the seminar at the School on ‘Urbanisation – Trends and Changes : Maharashtra and India’ organized on September 23-24, 2011.

We are keen to publish on a regular basis Papers, Notes or Comments based on material included in the documentation section and statistical supplements of the journal. Readers are invited to contribute the same to our journal, which we shall consider for publication in subsequent issues of the journal, subject to the usual refereeing process.

The flow of articles for the delimited fields of the Journal was more or less adequate; however, the revision of articles, suggested by the referees and the editor, has taken time resulting in delay in the publication of the journal.

The Journal has been publishing the contents pages of sister quarterlies on an exchange basis.

The total number of subscribers for 2009 was, 149, while 44 copies are being sent as gratis or on exchange basis. In addition, 107 subscribers have renewed subscription for 2010 and 42 for 2011. The number of subscriptions for the issues to be published for the subsequent years is expected to grow as issues for these years get published.

The subscription rates continued to be:

Institutions other than colleges: Rs. 600/- per annum
Colleges and individuals: Rs. 300/- per annum

2. Arthabodh Patrika

Launched in 1998, Arthabodhpatrika, the Marathi monthly of the School has completed 13 years in November 2011. Initially a bi-monthly, it became a monthly publication with effect from 1 April 2003.

Particulars of the twelve (12) issues published during the year under consideration are as follows:

These issues contained focussed articles on subjects such as urban environment, international migration of unskilled labour engaged in informal sector activities, issues associated with measurement of value of natural resources and consumer culture. Together, 432 pages of reading material.

Besides this, 13 books on a variety of subjects and study reports available in the ISPE library as also 31 different Websites. .

Subscribers -As on March 31, 2012, there were 782 subscribers for Arthabodhpatrika. The special efforts made by Honorary Fellow Shri Manohar Bhide in persuading the Chairman of the Saraswat Cooperative Bank Ltd. to enlist all their 253 branches and offices as subscribers for Arthabodhpatrika are deeply appreciated. Efforts are also being made to approach University affiliated Colleges to enrol as subscribers so that the Patrika can reach more and more teachers and students.

3. Books and Booklets

  • A Booklet in Marathi on ‘Arthasankalp: Moolbhhot Sankalpana’ is being written by Prof. A. S. Nadkarni which is expected to be published shortly.

 

It is proposed to publish the report of the Survey of Primary Schools of the Pune Municipal Corporation in Marathi and English during the year 2012-13.

4. Seminars/ Discussion Group Meetings/Workshops:

Seminar:

A seminar on the theme ‘Urbanisation – Trends and Changes: Maharashtra and India’ was organized on September 23-24, 2011. The following three research papers, prepared by three Fellows of the School were presented for detailed discussion in the seminar:

5. Fellowship:

Advertisements were inserted in the issues of the JISPE and on our Website calling for applications for grant of fellowship. However, the proposals received were either incomplete or not suitable to consider for fellowship. Detailed comments for revision have been sent in response to one of the proposals. Fresh advertisement calling for applications will be issued during the year 2012-13.

 

6. Research Project on the Primary Schools of Pune Municipal Corporation

The School has undertaken a research project on the primary schools conducted by the Pune Municipal Corporation. The study has been initiated with effect from September 2005 after receiving the permission of the Pune Municipal Corporation (PMC) and the Municipal Education Board for accessing the relevant original records of the PMC and for administering the proposed tests to the sample students. The twin objectives of the said study are:

  • To record, analyse and study the trend of enrolment in every class in all types of schools during the last thirty years.

 

  • To investigate the level of education at the primary level. This inquiry would involve understanding of aspects such as students’ ability in reading, writing and arithmetic.

A Seminar based on the reports of the Associate Researchers was held on July 30-31, 2008 and detailed deliberations were held. Based on the same, a draft of the Final Report had been submitted by the Associate Researchers. Shri Abhay Tilak and the President read the drafts. Both of them came to the conclusion that it would not be useful to ask for further revision of the drafts. Instead, they agreed that Shri Tilak shall do the work of revising the drafts for publication. The work on finalising the report in Marathi is complete while that of translating the same into English is nearing completion.

8. Meetings:

The Annual Meeting of the Council was held on 25th June 2011.

Four meetings of the Executive Committee were held and one resolution was passed by circular meeting during the period from 1st April 2011 to 31st March 2012.

9. Library:

 

The total number of books in the Library is 13,764 and that of serials is 3,833. During the year under report, 215 books and 50 serials were added to the stock. Out of the additions, 15 books and 48 serials were received as gift; while 3 books were received for review.

 

An amount of Rs.1,74,520/- was spent on purchase of books. In addition, an amount of Rs.3,507/- was spent as subscription towards periodicals and newspapers.

During the year under review, 30 persons/students took the advantage of the reference material and reading facilities provided in the Library.

10. WEBSITE

The School has its own Website ispepune.org.in. The website contains back issues of the Journal of Indian School of Political Economy from the year 2000 onwards as also that of Arthabodhpatrika from January 2007 onwards. One can also search for the Books in the Library of the School on the website.

11. Computer Equipment, Soft wares and Data Bases:

 

The School has 11 PCs {One Lenovo, Two Dell PCs, One Compaq Laptop, One IBM Pentium 4, One Compaq Pentium 4, One Zenith Pentium 4, One Compaq Pentium III, 3 PCs upgraded to Pentium III two Dot Matrix Printers, two HP Laser Printers, Sharp Copier-cum-Printer, Canon LIDE Scanner (The School has one 386 tape-driver PC, One Apple Laser Writer and one Daisy Wheel Printer – not in use for want of spares)

 

The School has acquired Devnagari soft-wares, ‘Leap Office’ and ‘Akruti’ as well as Office 2003, Windows 98 and Windows XP (HE), SPSS 12, E-Views 5 Soft-wares.

All the PCs are connected to the Internet through Air-Tel Broad Band and VSNL dial-up account is being used for receiving and sending emails. . The facility of Internet and e-mail is being extensively used for searching material for the Journal of Indian School of Political Economy and Arthabodh Patrika and for receiving papers and referees’ reports and correspondence with authors of articles for the Journal.

11.General

The School has received permission from the Ministry of Home Affairs, Government of India to accept foreign grant. Efforts are being made to receive projects grants through the help of affiliate fellows.


 

13. Academic Activities

        During the year I discharged my routine functions as the President of ISPE, and refereed papers sent to me by the Editor of JISPE.

3.       Poverty in Retrospect and Prospect, a paper presented in the international seminar on
poverty in the Acharya Nagarjuna University, Guntur, 18th August, 2011. The first two-thirds of this paper was subsequently published in EPW on 15th Oct. 2011. The entire paper was translated into Marathi and published in Sadhana during the year.

Invited to speak about late Professor Suresh Tendulkar on 4 February 2012 in the National Seminar on Two Decades of India’s Economic Reforms – Understanding Poverty, Inequality and Regional Disparity, organised by Sir Parashurambhau College of Arts, Science& Commerce, Pune, on 2-4 February 2012.

SUB-SECTION II

Prof. L. K. Deshpande

1) Project in hand

The Kanara Saraswat Association, a caste-based association of the Chitrapur Saraswats, invited me and Dr. Sudha Deshpande to undertake the census of population and a broad socioeconomic survey of the members of the Saraswat community. The office bearers of the Association wanted to help the needy but they did not know who and where the needy were and what they needed. The community is highly educated and unlikely to show a high incidence of absolute poverty. None knows the extent of income inequality in the community and how it is affecting the community socially and psychologically. The more articulate members express concern about loss of cohesion and interest in participation in Math and Association-based activities in general and alienation of the youth in particular; declining and ageing population of Saraswats; spread of consumerism; inter-caste marriages; dissonance between rising expectations of parents from their children and the native capabilities of children; increasing divorces; shifts in consumption patterns and so on.
Neither the precise number of households nor the population of Saraswats is known despite the pioneering role of community in holding cast-based census, the first being in 1911. According to the Directory of subscribers to the Shirali Math, the seat of the religious head of the community, the Saraswat households numbered 6400 in 2008/09. The community has a large pool of volunteers who collect annual subscriptions from households allotted to them. Many of them agreed to work as enumerators for the project. Preliminaries of the field work such as framing the questionnaire, training supervisors and investigators at different places in Maharashtra, Karnataka and Andhra Pradesh were done in January and February. Field work was started in March but we had no control over it. Consequently the response was poor and indifferent. The Association decided that we prepare an interim report based on the data from 2495 (39% of 6400) schedules that were computerised till October 31, 2011. This report relates to Part 1 of the schedule relating to census of population only. The Association informs us that they have succeeded in getting the some of the data gaps in these schedules filled and also collected additional schedules. We are awaiting the receipt of the additional data.
