ANNUAL REPORT FOR THE YEAR 2012-2013

INDIAN SCHOOL OF POLITICAL ECONOMY , PUNE

 

1. Journal

One joint issue for January-December 2010 of the Journal of Indian School of Political Economy was published during the year.

The Issue contains a number of research papers, namely, Prospects of Indian Agriculture by Prof. Nilakantha Rath, Factors Determining Choice of Mode of Employment by the Rural Non-Farm Workers : An Analysis of Field Survey Data from West Bengal by Prof. S.K. Bhaumik, An Evaluation of Mid Day Meal Scheme by Prof. Satish Deodhar, Dr. Sweta Mahandiratta, Dr. K. V. Ramani and Dr. Dileep Mavalnkar, WTO and Sri Lanka’s Farm Trade by Dr. Ramphul, An Analysis of Hierarchical Distribution of Education in India by Drs. Sharmita Dhar, Narayan Chandra Nayak and Bani Chatterjee, and Structure of and Performance of Food Processing Industry in India by Dr.Pramod Kumar.

The documentation section contained the full report of the East India Deccan Riots Commission, appointed in 1878 to inquire into the causes of the riots which took place in the year 1875 in Poona and Ahmednagar districts of Bombay Presidency. The Report of the Deccan Riots Commission is a rare report, containing detailed and insightful analysis of the conditions of the farmers in these districts during the six decades after the fall of the Maratha empire, and how it came to be affected by accumulated indebtedness, heavy assessment for land revenue, and massive fluctuations in prices of agricultural produce and provides wealth of information about these aspects of the region’s economy.

The Joint issue for January-December 2011 has been sent to the press for publication and is expected to be published by the end of May 2013. This issue is a special issue based on the proceedings of the Seminar on the theme: Is There a Case for Re-organisation of States, organised by the School on August 27-28, 2010. The documentation in the issue contains excerpts from the Report of Fact Finding Team on Vidharbha by the Planning Commission, Report of Committee For Consultations on the Situation in Andhra Pradesh (Chairman: Shri Justice B.N. Shrikrishna), and the Annual Reports of the Regional Development Boards of Maharashtra for selected years.The research papers and Notes submitted for the said seminar were published in the January-December 2009 volume of the journal.

Dr. S. Sriraman, Honorary Fellow of the School, is editing a special issue of the journal containing the revised versions of the three papers presented and discussed at the seminar on ‘Urbanisation – Trends and Changes : Maharashtra and India’ organized at the School on September 23-24, 2011.

We are keen to publish on a regular basis Papers, Notes or Comments based on material included in the documentation section and statistical supplements of the journal. Readers are invited to contribute the same to our journal, which we shall consider for publication in subsequent issues of the journal, subject to the usual refereeing process.

The flow of articles for the delimited fields of the Journal was more or less adequate; however, the revision of articles, suggested by the referees and the editor, has taken time resulting in delay in the publication of the journal.

The Journal has been publishing the contents pages of sister quarterlies on an exchange basis.

The total number of subscribers for 2010 was 102, while 74 copies were sent as gratis to the members of the council, Affiliated Fellows, or on exchange basis, and 28 copies were sent to the old subscribers requesting them to restart their subscriptions. In addition, 84 subscribers each have renewed subscription for volumes 2011 and for 2012. Letters have been sent to the subscribers who have sent subscriptions for 2012 and 2013 but skipped subscriptions for 2011, to send their subscription for 2011. The number of subscriptions for the issues to be published for the subsequent years is expected to grow as issues for these years get published.

The subscription rates continued to be:

Institutions other than colleges: Rs. 600/- per annum
Colleges and individuals: Rs. 300/-

2. Arthabodh Patrika

l Launched in 1998, Arthabodhpatrika, the Marathi monthly of the School has completed 13 years in November 2011. Initially a bi-monthly, it became a monthly publication with effect from 1 April 2003.

Particulars of the twelve (12) issues (Volume 11) published during the year under consideration are as follows:

Number of issues published – Twelve (Vol. 11, issues 1 to 12). Of these, three were special issues. These issues contained focussed articles on subjects such as Urban Environment, National Food Security Bill and other related issues, Fine Art, Music and changing trends in eating habits etc.

Subscribers -As on March 31, 2013, there were 702 subscribers for Arthabodhpatrika. The special efforts made by Honorary Fellow Shri Manohar Bhide in persuading the Chairman of the Saraswat Cooperative Bank Ltd. to enlist all their branches and offices as subscribers for Arthabodhpatrika for five years are deeply appreciated.

3. Books and Booklets

  • A Booklet in Marathi on ‘Arthasankalp: Moolbhhot Sankalpana’ is being written by Prof. A. S. Nadkarni which is expected to be published shortly.

 

It is proposed to publish the report of the Survey of Primary Schools of the Pune Municipal Corporation in Marathi and English during the year 2013-14.

4. Seminars/ Discussion Group Meetings/Workshops:

  1. A seminar on the theme ‘National Food Security Bill’ was organized on July 30-31, 2012.

It is proposed to hold a two-day Seminar on “Political Response to Economic Restructuring” during 2013-2014.

 

Discussion Group Meetings

During the year no Discussion Group meeting was held.

5. Fellowship:

Advertisements were inserted in the issues of the JISPE and on our Website calling for applications for grant of fellowship. However, the proposals received were either incomplete or not suitable to consider for fellowship. Detailed comments for revision have been sent in response to one of the proposals. Fresh advertisement calling for applications will be issued during the year 2013-14.

 

6. Research Project on the Primary Schools of Pune Municipal Corporation

The School has undertaken a research project on the primary schools conducted by the Pune Municipal Corporation. The study has been initiated with effect from September 2005 after receiving the permission of the Pune Municipal Corporation (PMC) and the Municipal Education Board for accessing the relevant original records of the PMC and for administering the proposed tests to the sample students. The twin objectives of the said study are:

  • To record, analyse and study the trend of enrolment in every class in all types of schools during the last thirty years.

 

  • To investigate the level of education at the primary level. This inquiry would involve understanding of aspects such as students’ ability in reading, writing and arithmetic.

A Seminar based on the reports of the Associate Researchers was held on July 30-31, 2008 and detailed deliberations were held. Based on the same, a draft of the Final Report had been submitted by the Associate Researchers. Shri Abhay Tilak and the Prof. Rath read the drafts. Both of them came to the conclusion that it would not be useful to ask for further revision of the drafts. Instead, they agreed that Shri Tilak shall do the work of revising the drafts for publication. The work on finalising the report in Marathi is complete while that of translating the same into English is nearing completion.

Meetings:

The Annual Meeting of the Council was held on 2nd June 2012.

Two meetings of the Executive Committee were held and 3 resolutions were passed by circular meetings during the period from 1st April 2012 to 31st March 2013.

9. Library:

 

The total number of books in the Library is 13,939 and that of serials is 3,915. During the year under report, 175 books and 82 serials were added to the stock. Out of the additions, 122 books and 75 serials were received as gift; while 5 books were received for review.

 

An amount of Rs.49,680/- was spent on purchase of books. In addition, an amount of Rs. 4736/- was spent as subscription towards periodicals and newspapers.

During the year under review, 20 persons/students took the advantage of the reference material and reading facilities provided in the Library.

10. WEBSITE

The School has its own Website ispepune.org.in. The website contains back issues of the Journal of Indian School of Political Economy from the year 2000 onwards as also that of Arthabodhpatrika from January 2007 onwards. One can also search for the Books in the Library of the School on the website.

 

11. Computer Equipment, Soft wares and Data Bases:

 

The School has 10 PCs {One Lenovo, Two Dell PCs, One Compaq Laptop, One IBM Pentium 4, One Compaq Pentium 4, One Zenith Pentium 4, One Compaq Pentium III, 2 PCs upgraded to Pentium III one Dot Matrix Printer, one HP Laser Printer, Sharp Copier-cum-Printer, Canon LIDE Scanner (The School has one 386 tape-driver PC, One Apple Laser Writer, one HP LaserJet Printer, one dot-matrix printer and one Daisy Wheel Printer – not in use for want of spares)

 

The School has acquired Devnagari soft-wares, ‘Leap Office’ and ‘Akruti’ as well as Office 2003, Windows 98 and Windows XP (HE), SPSS 12, E-Views 5 and Tally 9 Soft-wares.

All the PCs are connected to the Internet through Air-Tel Broad Band while VSNL dial-up account is being used for receiving and sending emails. . The facility of Internet and e-mail is being extensively used for searching material for the Journal of Indian School of Political Economy and Arthabodh Patrika and for receiving papers and referees’ reports and correspondence with authors of articles for the Journal.

11.General

The School has permission from the Ministry of Home Affairs, Government of India to accept foreign grants. Efforts are being made to receive projects grants through the help of affiliate fellows.


13. Academic Activities

The academic activities of the executive staff etc. of the School during the year are given in brief in Sub-Section I and those reported by the Honorary Fellows in the Sub-Section II.

Prof. V. S. Chitre

Worked as Honorary Director of the School and Editor of the Journal of Indian School of Political Economy up toJune 2012 and was elected in June 2012 as Honorary Fellow of the School for five years and President of the School for the year 2012-13.
Also continued to work as editor of the Journal of Indian School of Political Economy. Brought out One joint issue for January-December 2010 of the Journal during the year. Participated in a Workshop organised by Indira Gandhi Institute of Development Research, Mumbai, on May 3-4, 2012, for presentation of the draft papers to be included in India Development Report 2012-13, and commented on a number of the papers.
Participated in the National Seminar on Globalisation, Labour Markets and Employment Relations in India (in Honour of Professor L.K. Deshpande) jointly organised at ICSSR Western Regional Centre, Mumbai, by the Institute of Human Development and Indian Society of Labour Economics on July 9-10, 2012, and chaired a session on July 9, on Globalisation, Employment Relations and Labour Rights, at which Professors D.N. Reddy, T. S. Papola and K.P. Kannan presented their papers.
Participated in the Conference on Perspectives Indian Economic Development and Policy (in Memory of Professor Suresh D. Tendulkar), organised on July 19-20, 2012, at Department of Economics, Delhi School of Economics, University of Delhi and chaired a session on Poverty and Wel-being, on July 19, at which Professors T. N. Srinivasan and Pranab Bardhan presented their papers.
Participated in the seminar on National Food Security Bill, organised bt the School on July 30-31, 2012, and contributed in the preparation of the Note for the seminar, prepared by the School.
Participated in the National Conference on Emerging Market Economies, organised on 27-29 August, 2012, by the Department of Economics, Ramnarain Ruia College, Mumbai, and presided over the Valedictory function of the Conference and delivered a lecture on “Dilemmas of Growth Dynamics in Emerging Economies”.
Participated in the IGIDR Silver Jubilee International Conference on “Development: Successes and Challenges Achieving Economic, Social and Sustainable Progress” at Indira Gandhi Institute of Development Research, Mumbai, on December 1-3, 2012, and chaired a Panel Discussion on Indian Economic Policy Making: Successes and Challenges, in the Conference, on December 3.
Attended a meeting of the Board of Directors of Navodaya Foundation on December 12, 2012, at the Institute of Social Sciences, 8 Nelson Mandela Road in New Delhi and visited Bihar Viklang Kalyan Parishad, Muzaffarpur, on December 12-13, 2012, to assess the proposals submitted by them. The Foundation, incorporated in Canada, at present, provides funding for institutions for differently abled persons.
Participated in the Annual Conference of the Indian Econometric Society held at Department of Statistics, Patna University, Patna, on January 9-11, 2013 and in the Panel Discussion on Inflation Modeling in the Conference and was also a member of the Selection committee for the Prof. M.J. Manohar Rao Award to be awarded for the best paper presented in the Conference by a scholar below the age of 30 years.
Participated in the Conference on “Issues and Challenges in Retail Sector and Foreign Direct Investment in India and across the World’ on February 15-16, 2013, at symbiosis Centre for Management Studies (Under-graduate), Pune, and made a presentation on “Foreign Direct Investment in Retail Trade”, on February 16, 2013, in the Conference.
Submitted a Note for the Meeting of the Fourteenth Finance Commission with Economists/Economic Administrators and Policy Experts, held on May 13, 2013, at Tata Institute of Social Sciences, Mumbai.
Appointed Member, Expert Group for deriving seasonally adjusted series for short term economic data, constituted by Government of India, Ministry of Statistics and Programme Implementation, Central Statistical Office, New Delhi, and attended one meeting of the Expert Group held on November 5, 2012.
Continued to work as Member, Board of Management, and Member, Selection Committee of Indira Gandhi Institute of Development Research, Mumbai.

  • Delivered a lecture on the Economic Basis of Regional and Caste Parties in India, before the faculty of the Lucknow University on the 16th of February, 2013 and delivered a lecture to the under and post- graduate students of economics of Lucknow University illustrating the application of basic micro-economic theory to problems of socio-economic policy on the afternoon of 16th February, 2013.
  • Awarded the Swatantryaveer Undalkar Smarak Samajik Purashkar by the Undalkar Memorial Foundation at Undale, near Karad, on 18th Februrary, 2013. On this occasion delivered an address on Achivements in Maharashtra during the first 25 years and proposal for changes in Irrigation, in Marathi. This was published in SADHANA, in Marathi, on 16th March, in ArthabodhPatrika of the same month and in JANATA, in English, on 24th March, 2013. A reply by me on a comment on this article by Bon Nimbkar and Nandini Nimbkar was published in Sadhana on 30th March, 2013.

 

  • Interviewed by the editorial staff of the Marathi daily newspaper, LOKSATTA, on 24th February 2013 in Mumbai, on the current economic scene in the context of the impending central budget. This was published in detail in the paper on the ensuing Sunday

Taught the one semester course in “Transportation Economics: Theory and Policy” at the Department of Economics as well as at the Symbiosis Centre for Management and Human Resource Development, Pone during the period July 2012- December 2012. Also taught the one semester course in ‘’Industrial Economics’’ at the Department during Jan.2013 and April 2013.
Organised a National Round Table Meet on ‘’Governance Issues in Transportation’’ at the Kalina campus during 30th- 31st 2013 – attended by over 60 specialists in the sector representing the industry, universities, research institutions, policy makers and NGOs.
Published two papers- one on ‘’Urban Transport Governance’’ in the Journal of Governance and the other on ‘’Sustainable Infrastructure for Transportation’’ in the ‘’RITES Journal’’. One paper entitled ‘’ Passenger Bus Transport Regulation’’ published in a book edited by Pradeep Mehta on ‘’Economic Reforms and Growth’’.
