1. Journal

Two joint issues for January-December 2011 and January-December 2012 of the Journal of Indian School of Political Economy were published during the year.

The Joint issue for January-December 2011 is a special issue based on the proceedings of the Seminar on the theme: Is There a Case for Re-organisation of States, organised by the School on August 27-28, 2010. The documentation in the issue contains excerpts from the Report of Fact Finding Team on Vidharbha by the Planning Commission, Report of Committee For Consultations on the Situation in Andhra Pradesh (Chairman: Shri Justice B.N. Shrikrishna), and the Annual Reports of the Regional Development Boards of Maharashtra for selected years. The research papers and Notes submitted for the said seminar were published in the January-December 2009 volume of the journal.

The Joint issue for January-December 2012 contained nine research papers on diverse themes such as Water Rates to be Charged for Water Supplied from the Reservoirs on the Streams and Rivers in Maharashtra; Interface of Income, Health and Environment: An Econometric Investigation; Voters’ Response to Economic and Governance Outcomes and Electoral Trade-off between Inflation and Growth; Youth Employment and Unemployment in India: Trends and Dimensions; an inquiry into Employment in the Organised Sector in India; Promoting Inclusive Production and Growth through Self-Help Groups; Rule-Based Fiscal Consolidation and European Union; India’s Agricultural Trade-Policies and Patterns: An Analysis of Selected Food Commodities and Party Politics and Outsourcing Policies in U.S. This volume included documentation on Maharashtra Water Resources Regulatory Authority Act, 2005; Ordinance to Amend the Maharashtra Water Resources Regulatory Authority Act, 2005; Approach Paper on Criteria for Determination of Bulk Water Tariff 2013-16; Economics of Irrigation in Water-Scarce Regions: Study of Maharashtra and Extract from Maharashtra Water & Irrigation Commission Report, Volume I Approach, (Chairman: Shri M.A. Chitale).

Dr. S. Sriraman, Honorary Fellow of the School, is editing a special issue of the journal containing the revised versions of the three papers presented and discussed at the seminar on ‘Urbanisation – Trends and Changes : Maharashtra and India’, organized at the School on September 23-24, 2011.

We are keen to publish on a regular basis Papers, Notes or Comments based on material included in the documentation section and statistical supplements of the journal. Readers are invited to contribute the same to our journal, which we shall consider for publication in subsequent issues of the journal, subject to the usual refereeing process.

The flow of articles for the delimited fields of the Journal was more or less adequate; however, the revision of articles, suggested by the referees and the editor, has taken time resulting in delay in the publication of the journal.

The Journal has been publishing the contents pages of sister quarterlies on an exchange basis.

The total number of subscribers for 2011 was 115, while 61 copies were sent as gratis to the members of the council, Affiliated Fellows, or on exchange basis, while for 2012 number was 99 while 62 copies were sent as gratis to the members of the council, Affiliated Fellows, or on exchange basis.. Letters have been sent to the subscribers who have sent subscriptions for 2013 but skipped subscriptions for 2012, to send their subscription for 2012. The number of subscriptions for the issues to be published for the subsequent years is expected to grow as issues for these years get published.

The subscription rates continued to be:

Institutions other than colleges: Rs. 600/- per annum

Colleges and individuals: Rs. 300/-

2. Arthabodh Patrika

Launched in 1998, Arthabodhpatrika, the Marathi monthly of the School, has completed 15 years in November 2013. Initially a bi-monthly, it became a monthly publication with effect from 1 April 2003.

Particulars of the twelve (12) issues (Volume 12) published during the year under consideration are as follows:

Number of issues published – Twelve (Vol. 12, issues 1 to 12). Of these, four issues viz. September 2013, October 2013, November 2013 and December 2013 contained elaborate details of the proceedings of the Prof. V. M. Dandekar Memorial Seminar which was organized on 2 and 3 August 2013. ‘‘Political response to economic restructuring’’ was the central theme of the seminar. In all 47 pages were devoted to the proceedings of the seminar.

Besides this, 17 books on a variety of subjects and study reports available in the ISPE library as also 15 different Websites were also used as reference/source material.

The total number of subscribers as on March 2014 stands at 682 (including 270 Branches & offices of Saraswat Bank) while 111 copies are being sent as complimentary copies. Efforts are being made to increase the subscribers.

3. Books and Booklets

It is proposed to publish the report of the Survey of Primary Schools of the Pune Municipal Corporation in Marathi and English during the year 2014-15.

  1. A seminar on the theme Political Response to Economic Restructuring’ was organized on August 2nd & 3rd 2013.

5. Fellowship:

Advertisements were inserted in the issues of the JISPE and on our Website calling for applications for grant of fellowship. However, the proposals received were either incomplete or not suitable to consider for fellowship. Detailed comments for revision have been sent in response to one of the proposals. Fresh advertisement calling for applications will be issued during the year 2014-15.

6. Research Project on the Primary Schools of Pune Municipal Corporation

The School has undertaken a research project on the primary schools conducted by the Pune Municipal Corporation. The study has been initiated with effect from September 2005 after receiving the permission of the Pune Municipal Corporation (PMC) and the Municipal Education Board for accessing the relevant original records of the PMC and for administering the proposed tests to the sample students. The twin objectives of the said study are:

  • To record, analyse and study the trend of enrolment in every class in all types of schools during the last thirty years.

  • To investigate the level of education at the primary level. This inquiry would involve understanding of aspects such as students’ ability in reading, writing and arithmetic.

A Seminar based on the reports of the Associate Researchers was held on July 30-31, 2008 and detailed deliberations were held. Based on the same, a draft of the Final Report had been submitted by the Associate Researchers. Shri Abhay Tilak and the Prof. Rath read the drafts. Both of them came to the conclusion that it would not be useful to ask for further revision of the drafts. Instead, they agreed that Shri Tilak shall do the work of revising the drafts for publication. The work on finalising the report in Marathi is complete while that of translating the same into English is nearing completion.

8. Meetings:

The Annual Meeting of the Council was held on 15th of June 2013.

Four meetings of the Executive Committee were held during the period from 1st April 2013 to 31st March 2014.

9. Library:

The total number of books in the Library is 13,981 and that of documents is 3,978. During the year under report, 42 books and 63 documents were added to the stock. Out of the additions, 20 books and 24 documents were received as gift; while 6 books were received for review.

An amount of Rs.8,669/- was spent on purchase of books. In addition, an amount of Rs. 4993/- was spent as subscription towards periodicals and newspapers.

During the year under review, 25 persons/students took the advantage of the reference material and reading facilities provided in the Library.

10. WEBSITE

The School has its own Website ispepune.org.in. The website contains back issues of the Journal of Indian School of Political Economy from the year 2000 onwards as also that of Arthabodhpatrika from January 2007 onwards. It is proposed to digitise during the year, the volumes of the Journal for the years from 1989 to 1999. One can also search for the Books in the Library of the School on the website.

11. Computer Equipment, Soft wares and Data Bases:

The School has 10 PCs {One Lenovo, Two Dell PCs, One Compaq Laptop, One IBM Pentium 4, One Compaq Pentium 4, One Zenith Pentium 4, One Compaq Pentium III, 2 PCs upgraded to Pentium III one Dot Matrix Printer, one HP Laser Printer, Sharp Copier-cum-Printer, Canon LIDE Scanner} (The School has one 386 tape-driver PC, One Apple Laser Writer, one HP LaserJet Printer, one dot-matrix printer and one Daisy Wheel Printer – not in use for want of spares)

The School has acquired Devnagari soft-wares, ‘Leap Office’ and ‘Akruti’ as well as Office 2003, Windows 98 and Windows XP (HE), SPSS 12, E-Views 5 and Tally 9 Soft-wares.

All the PCs are connected to the Internet through Air-Tel Broad Band while VSNL dial-up account is being used for receiving and sending emails. The facility of Internet and e-mail is being extensively used for searching material for the Journal of Indian School of Political Economy and Arthabodh Patrika and for receiving papers and referees’ reports and correspondence with authors of articles for the Journal.

12. General

The School has permission from the Ministry of Home Affairs, Government of India to accept foreign grants. The Ford Foundation has sanctioned a grant of US $ 2000 for the research project initiated by one of the Affiliate Fellows of the School, namely, Dr. Sharadini Rath which attempts to analyse and portray the dynamics of industrial employment which is being unfolding in the two districts of Maharashtra viz. Nasik and Jalna.

13. Academic Activities

Participated in a meeting with the Expert Committee on Monetary Policy Framework constituted by the Reserve Bank of India under the Chairmanship of Dr. Urjit Patel, on December 18, 2013, and submitted a Note to the Committee.

Participated in IGIDR Silver Jubilee Conference on Trade and Industry in India: Patterns, Trends and Policies, and chaired a session in the Conference, October 22-24, 2013.

Participated in Golden Jubilee Conference of the Indian Econometric Society held at Indira Gandhi Institute of Development Research, Mumbai, on December 22-24, 2013, and chaired a session in the Conference.

Participated in the National Conclave on Growth, Distribution and Redistribution, organised jointly by Department of Economics, University of Mumbai and Centre for Budget and Government Accountability, held on 4-5 March, 2014, and chaired the Inaugural Session and presented a paper entitled, “Inclusive Growth and Employment:Voters’ Response” in a Technical Session in the Conclave.

Delivered an Institute Colloquium Lecture at the Indian Institute of Technology, Bombay, on “Voters’ Response to Economic and Governance Outcomes and Electoral Trade-off between Inflation and Growth: A Study of 2009 Lok Sabha Election”, on April 7, 2014.

Worked as Member, Expert Group for deriving seasonally adjusted series for short term economic data, constituted by Government of India, Ministry of Statistics and Programme Implementation, Central Statistical Office, New Delhi, and sent comments on the Draft Report of the Expert Group; the Final report of the expert Group was submitted in May 2014.

Continued to work as Member, Board of Management, and Member, Selection Committee of Indira Gandhi Institute of Development Research, Mumbai.

Worked as a Member, Governing Council, Centre for Multi-Disciplinary Development Research, Dharwad.

3. Participated in the annual seminar of the ISPE on Political Response to Economic Restructuring, held on 3rd-4th August, 2013.

4. Compiled, entered in to the computer, designed the pages and published all available letters, preserved by my late father, of Pandit Gopabandhu Das, the outstanding social, educational and political leader of Odisha during the first 28 years of the twentieth century, under the title, Correspondence of Pandit Gopabandhu, in both Odia and English, in a public function in Cuttack on the 12th of February, 2014.

5. Delivered a lecture on the evolution of political parties to the Students and Faculty of the Indian Institute of Mass Communication at Dhenkanal (Odisha) on the 15th of February, 2014.

6. Delivered a lecture on the emergence of Regional and Caste based political parties in India, and the exceptional situation in Odisha, to the students and faculty of the Departments of Sociology and Political Science of the Utkal University in Bhubaneswar (Odisha) on the 17th of February, 2014.

7. Preside over the annual award, by the Maharashtra Foundation, to some distinguished litterateurs, artists, educationists and social workers, in a public meeting in Pune on 14th January, 2014, and delivered the presidential address, in Marathi. The address was published in the SADHANA weekly in next February.

14. Activities for the current year:

Major activities to be undertaken during the current year would consist of:

  1. Organizing annual Prof. V. M. Dandekar Memorial Seminar in the first week of November 2014. “Issue of Location of Manufacturing Capacity & Factors which Influence the Location Decisions of the Firms/Promoters”, would be the central theme for this year’s seminar.

  2. Study of the dynamics of industrial/manufacturing employment in two districts of Maharashtra, namely, Nasik and Jalna.

  3. Publication of the report on Study of Primary Education imparted through the school conducted by the Pune Municipal Corporation.

  4. Publication of booklets pertaining to the discussion of diverse issues concerning areas such as (1) Urbanization, (2) Environment and (3) China, which contain compilation of select articles published in Arthabodhpatrika over recent years.

  5. Exploration of the feasibility of conducting orientation lectures in basic economics for students hailing from rural colleges as well as aspirants preparing for Civil Services Examinations.
